Today I noticed that there are no arrows at the bottom of the screen to go to neighbors in either direction. Is this part of the update?

It's sometimes that way for new friends, if you've just newly added them. Or it could be that the person is no longer your friend (maybe they accidentally deleted you or you deleted them).

The only place I see that is when visiting a Pending Friend.

Today I visited someone on my pending list and saw the tip flags in her rooms. After I accepted her (hi Roxy!:-)), I only saw the green boxes to leave tips. Is this normal? I visited other pending friends and didn't see flags.....

I discovered that I had to visit a new friend before gifting on my wall (or the dreaded "empty parameter UID" appears) so I visited using the wall and got the screen you describe, with no friends either side. If I visit using the normal friends list it seems to be OK.
