It usually means the friend was removed (either you removed them or they removed you). Sometimes, it isn't fully removed from your friend list.

That happened to me once, just recently. Someone had requested a paintbrush for the Patrons of Fortune collection (#96). I tapped Gift, just to see what would happen and that's when I got that error message. I just figured it was because I didn't have the item or was unable to gift it.
